Author Biography

Donald C. Menzel (Ph.D., Pennsylvania State University) is President of Ethics Management International and emeritus professor of Public Administration, Northern Illinois University. He served as the 2005-6 President of the American Society for Public Administration. He is the author of Ethics Moments in Government: Cases and Controversies and Ethics Management for Public Administrators: Building Organizations of Integrity (M.E. Sharpe, 2007). Harvey L. White (Ph.D., University of North Carolina at Chapel Hill) is Director of the Roscoe Robinson Initiative for Diversity and Public Service and Associate Professor of Public and Urban Affairs at the Graduate School of Public and International Affairs, University of Pittsburgh. Dr. White is an accomplished scholar, experienced administrator, and distinguished public service professional. In 2007-8 he served as President of the American Society for Public Administration.
